CIRCLE OF HEAVENS
Religious body on P4M-328 which is directly involved with the planets governing council.
At the time of SG-1's visit, the Viceroy was attempting to separate the governing council and the Circle of Heavens, an issue of some controversy. The majority of the population remained at his side in this attempt, but several dissidents, called "rebels," resorted to hostage-taking, and perhaps worse, in an attempt to motivate political change and keep the two parties together.
The Circle of Heavens likely has no connection to the rebels.
