It is effectively capable of summoning violent storms of energy and striking "lightening," or a similar form of energy, down on a specific group of subjects. Anyone within range is rendered immobile and unconscious for several hours.
The ring was probably made by whomever constructed the healing ring, due to similar design. It is likely to be of Goa'uld origin.
