Governor of the Olesian population, one of a long line of Magistrates that have had an under-the-table arrangement with a Wraith commander for hundreds of years. The Magistrate is responsible for setting the standards of what is lawful and what is not, and has been continually lowering the bar of unlawfulness to counteract the increasing success of Olesia's legal system.

When confronted with questions regarding why the Stargate was placed on an island where prisoners were forced to survive, he pleaded ignorance, but it is likely he knew the truth, that it was established this way by his forebearers to keep the Wraith at bay and allow their society to thrive technologically and in peace.

In order to prevent the culling of normal Olesian citizens it is likely that it was a previous Magistrate who established the prison island where the Stargate is located, giving the Wraith an ample feeding ground while keeping them away from the other settlements.

For many years the Magistrate has had private dinners with this Wraith commander who continually reminded him of the pact established by his forebearers. It never ceased to peak his curiosity how a Wraith could care to consume normal food and drink at these table discussions, but the commander would insist that some Wraith still remain a civility that most others lack.

With the arrival of Dr. Weir, the Magistrate was forced, yet again, to lower the bar of punishment by imprisonment. When his subordinate Marin attempted to warn the team he spun a lie claiming that she was a part of a dissident group attempting to weave their own agenda into the Olesian government.

The Magistrate likely intended to arrest Weir and her guards, but they successfully left the capital city. A short time later, he discovered what had become of their escape. With the island's prisoners now no more, Wraith cruisers, intent to abate their culture's hunger, began to enter the city.
