According to their beliefs, a Full Grown could bring the presence of the Wraith, and therefore had to be removed from the planet as soon as possible.

It was only after Rodney McKay extended an electromagnetic shield (generated by a Z.P.M.) that the population was allowed to migrate into new parts of the wilderness, preventing the need for population control via the suicide pacts.
