Cross-bred human-Serrakin from the planet Hebridan, and president of the major corporate conglomerate Tech Con Group. Hagan welcomes participants entering the Loop of Kon Garat race, and oversees the investigations of those in his ranks. He was aware of the possibility that Del Tynan, a Tech Con administrator, had been conducting illegal operations, but could not be sure until Tynan exposed himself as sabotaging the 59th Loop of Kon Garat. Hagan fired him from the corporation.

Hagan traded an ion drive to SG-1 in exchange for bringing a Stargate to Hebridan, opening their world to gate travel.
